A university, PAS institute, research institute, international institute or CMKP that confers the doctoral degree in a discipline in which it holds a scientific category of A+, A or B+, or a right granted by the Council for Scientific Excellence. The degree may also be conferred jointly by two or more such entities, including foreign ones.
